What size envelope is that Chris? Isn't the envelope considered a FLAT? or is it considered a PARCEL?

The last two days, anytime I mail a 3 oz bubble mailer at the APC it has been $1.71, but everything I've mailed through eBay shipping the past two days (as recently as 10pm last night) has still been at the old rate ($1.56 plus $.19 delivery confirmation). Is eBay just dragging their feet updating the rates or are they getting some type of shipping price break?

eBay did update their rates but they do not match the new USPS rates.
A single card in a PWE with a piece of cardboard is just about an ounce and is still 44 cents. Others have, but I've never had a card damaged that way.
Just make sure that cardboard is thin. Or the clerk will consider it a parcel and you'll be paying 1.71 for a PWE when you could have used a bubble mailer. Or of course you'll have to tell the clerk no thanks and that may cause a stir.....

I have sent a few cards this way. I have never had the clerk charge me $1.71 but they have charged me $.66, depending on the clerk. She told me this was because it was somewhat rigid and had to be hand sorted.
When I sent cards in a PWE, I would have it between thin cardboard, in a cardsaver.

1 ounce - 1.56
2 ounce - 1.56
3 ounce - 1.56
4 ounce - 1.73
5 ounce - 1.90
6 ounce - 2.07
Here's what they should be:
1 ounce - 1.71
2 ounce - 1.71
3 ounce - 1.71
4 ounce - 1.88
5 ounce - 2.05
6 ounce - 2.22
Here's what they were before:
1 ounce - 1.22
2 ounce - 1.39
3 ounce - 1.56
4 ounce - 1.73
5 ounce - 1.90
6 ounce - 2.07
