In the early 50s they had capacity shortage and farmed it out as they did in 1949 to the UK Heaton Mint. The distinction is the wreath being further in than the Israeli minted piece. Also the "100" has thinner lettering. There were 20,000 minted and the wreath issue was detected after minting leading to these being destroyed. 1,000 are believed to remain with very few in MS grade.
