I have wondered this also, but I dont think they do, since I know people send stuff more than once and it will occasionally get slabbed the second time.

This would suggest that they put a marking on items they authenticate, which they do not. I believe you are confusing the PSA/DNA authentication with PSA's card grading.

This is put on the PSA DNA submission form.
"Invisible synthetic DNA is placed on all authentic items."
I wasn't sure if maybe they did the same thing for items they did not authenticate to make a note in case an item was re-submitted. From what alifax said though, it doesn't look like they don't.
