501 3-C non-profit...

I know this doesn't apply to a forum here, but I need to get some guidance.
It was posted on eBay forums, but it's deader than ATS.
Here's the post:
"I've been on the Bay but this is new to me. If I create an account for a 501 3-C high school sports club to raise funds, what happens if, by chance, a person bids more than $600.00 or a combined total of such. Am I responsible to issuing them a 1099?
All items would be donated as a fund raiser and I don't expect the overage.
I'm going on the premise that Health Care now requires the reporting of a 1099 if I receive or spend more than $600.00 with one person over the course of the year."
