Your top Not Once Cent For Defense example is a HT-58/ Low-69 and the bottom is a HT-48 / Low-33.
Both are where struck by Scovill in CT and posses the same reverse die.
The HT-48 / Low-33 reverse dies had been used for many HTT's in the 1830's in it's normal state with the line under Cent and modified with the line removed.
Most all token's struck using these over tired dies are tough to find with any veining on the leaves in the wreath, but some early die stages exist.
By 1841 the dies where worn out and all the HT-58 / Low-69's show considerable mushy reverse wreath strikes even in UNC grades.
Here's the best struck RB UNC examples I've been able to find of each variety.
1837 "Millions for Defense, Not One Cent for Tribute" HT-58 / Low-69
1837 "Millions for Defense, Not One Cent for Tribute" HT-48 / Low-33
Below is a very late die stage HT-48 / Low-33 example (I rejected) which is extremely weakly struck.
Notice the reverse wreath and peripheral lettering, along with the obverse hair bun and stars.
