I don't really see where either one is OC according to PSA grading standards. The one on the left has the tilt on the back, could that be enough to get a qualifier????? Did they have different guidelines at the time these were graded?
NM-MT 8: Near Mint-Mint A PSA NM-MT 8 is a super high-end card that appears Mint 9 at first glance, but upon closer inspection, the card can exhibit the following: a very slight wax stain on reverse, slightest fraying at one or two corners, a minor printing imperfection, and/or slightly off-white borders. Centering must be approximately 65/35 to 70/30 or better on the front and 90/10 or better on the reverse.
OC (Off Center): When the centering of the card falls below the minimum standard for that grade will be designated "OC." PSA determines centering by comparing the measurements of the borders from left to right and top to bottom. The centering is designated as the percent of difference at the most off-center part of the card. A 5% leeway is given to the front centering minimum standards for cards which grade NM 7 or better. For example, a card that meets all of the other requirements for PSA MINT 9 and measures 60/40 off-center on the front automatically meets the PSA front centering standards for MINT 9. If a card meets all of the other requirements for PSA MINT 9 and measures 65/35 off-center on the front, it may be deemed to meet the PSA front centering standards for MINT 9 if the eye appeal of the card is good.
Edit: I take this to mean 95/5 at the worst point would be OK given the front centering. Or not? I guess that extra 5% is front only?

Hate to say it, but the one on the left is going to come back with the same grade and same qualifier. I would have called customer service to ask if they could reholder it with a new label to get rid of the ugly font and just keep the grade the way it is. There's a chance it might come back with a lower number grade cracking it out. The back centering is worse than 90/10 in the worst spot, and the tilt kills whatever eye appeal it may have had. The upside is that you could request no qualifiers when resubmitting it, and it might come back as high as 7-NQ.

Another option is to send the one on the right for a review.
That way they can see that it already was graded as an 8.

If this is an 8 NQ - can't see why not.
But, why not just send them in for a review? You could wind up with the grader from hell.
I would say the one with centering issue on back 7.5-8
The other is sharp, straight 8, maybe 8.5
