Set Registry Question?

Morning,
This sounds silly to me having been a member of PSA for years and years, but I have a contact who wants to Register a set but has no affiliation, nor is a member of PSA. As I have Registered many sets, but always as a member, I have no idea what you can and cannot do with Set Registry just walking in off the street, or what the procedure is.
