Use Express Mail International (EMI).
The first $100 insurance is "free." Buy the extra insurance
to cover any potential loss.
EMI is PayPal compliant.
EDIT: DO NOT check the "signature waiver" box on the form.
You want your buyer to sign, NOT the mail carrier.
