Proposed grading system for grading TPG plastic.

Since there are collectors avidly seeking classic TPG plastic, it's time for a plastic grading system to facilitate transactions and pricing.
Here is a proposal for early PCGS plastic, say a generation 3.5 holder. Each generation might need a slight variation on the theme.
I'm assuming the grade of the coin comes into play only at the highest levels - condition census plastic.
No pride in authorship here - feel free to refine until it's workable.
Hologram is worth .5, for example, -.5 for damage, +.5 if exceptional condition.
Body Bag - plastic ruined by agressive buffing.
AC - artifical clarity of the plastic from buffing.
1 - Basal state - outer ring missing.
2 - Outer ring cracked or partially absent.
3 - Inner holder cracked, outer ring intact
4 - Intact holder, distracting deep scratches.
5 - Intact holder, distracting moderate scratches.
6 - Intact holder, mild scratches
7 - Intact holder, insert has minor problems (weak print, minor tear, etc)
8 - All there, problem coin grading lower than the insert.
9 - All there, properly graded coin.
10-All there, upgrade or _ _ _ gold sticker.

might come to pass, in theory at least.
I know I have one very early PCGS sample slab, with the outer ring and it is in Freaking good condition. Clean, scratch free with no debris under the outer ring. It would be an MS68 graded holder (if holders were g4raded...as the OP proposes).
collectors of slabs will be very aware of the condition of their plastic as time goes on.

I don't see a sneer icon on the list.
Who would grade the holders?
Deep, moderate, or light scratches can mean different things to different people. Either simplify or find another way to consider surface condition of the slab.
I would fine tune other aspects as well, but saw a weakness on the hologram consideration most of all.
Also, I am now in the process of engineering a slab sniffer in my garage during my part time. Should be unveiled 5 years and $1 million dollars later. Woof Woof!!!!
1. Broken outer ring. If there is a broken outer ring, it's the lowest state. Barely worth a premium, less than 50% standard premium, in most cases much less.
2. Below average condition. Worth 50-75% full premium.
3. Average condition Worth full premium. 75% of all holders will fall into this category. + or - for certain outstanding attributes (ie. strongly printed tag, full hologram etc.)
4. Superior condition. Worth more than standard premium for the holder type.

You could have a PCGS SecurePlus Slab with CAC and Eagle Eye stickers (on the obverse) and Heritage, Stacks and Bowers auction stickers (on the reverse) and then slabbed by SSSSSS (Slab Suckers Slabbing Slabs Service Society) with CAC and SV (Slab Verification) stickers... ahhh, if only this weren't a dream!

How are premiums for these slabs determined?
now. I hope we never see a slabbing service for slabs, as that would eventually resemble
an Escher painting.
Agree with the hologram, just not sure how to incorporate it. Maybe we need a broader scale, or net grade derived from seperate obverse/reverse grades??

...as long as dealers and collectors continue to purchase slabs that have been dipped in OrangeGlo, buffed to a shiny surface, lasered to remove excess plastic, CAC stickers and holograms repaired and the slabs are artificially toned with rainbow colors, then the slab whores will continue to doctor these slabs!
