1948 Leaf spahn reprint

Can someone tell me what year this card is and who produced? I emailed the seller on ebay and he is not convinced the card is a reprint.

    Technically, it's a 1949 Leaf, so not really Spahn's rookie card.

    Also, the scuffed spot on bottom back is where the word REPRINT appears on at least some of the reprinted versions of the card.
