ie are there over 20 times the number of PSA 9's as there are PSA 10's for say, the Roger Clemens?

The population of McGwire and Clemens cards got pretty bloated because folks would submit those cards in just about any grade back in the day. With other cards in the set, folks tend to be more choosy and only submit the best ones. For example, the Brett Saberhagen RC from that set has pop of 103 in PSA 9, and 52 in PSA 10.
