    I complained a couple of years ago about this and my rep said that
    Australia and other countries have completely different rules. They
    would and could not remove the auction.

    Au contraire. He just wants you to beware of the others doing exactly the same thing as him. You can easily read his statement to see that he admits to selling flashy holders and overgraded coins image

    I know for a fact that it's OK for Ebay.Canada to sell a raw coin with a grade such as "MS63" or "XF40" in the title.

    We have a couple of wackos selling worn Canadian coins as ms63 on Ebay.ca

    Ebay ought to be consistent worldwide unless local laws prohibit it.

    Yup, same with Ebay Canada. There's one very prolific seller that puts MS65 in basically everyone one of his coin auction titles, when the actual grades are EF to MS~62. Very annoying when I am going through my saved searches. I've reported it, but since it's on ebay.ca, all is fine and good according to Ebay image
