From what I understand, China's coins and currency are also being counterfeited. If they can't stop the counterfeits in their own currency I wouldn't expect to them to make stopping the fakes in foreign currency a priority.

My understanding is that it's currently perfectly legal to make any sort of
counterfeit in China. Just driving this underground would be a giant step
in the right direction.
It would also help China by making their products appear to be better or
at least that they recognize trademarks, patents, and sovereign currency.
A lot of people just won't touch anything made in Chine due to the per-
ception that it is inferior or possibly even dangerous. Obviously counter-
feits fit into the dangerous category.

If the Secret Service were to bust a few of the people selling multiple counterfeits on fleaBay and get a perp walk on the evening news, it would give some of the others pause. They would continue to sell at the flea markets and gun shows and the Chinatowns all across America, but some of the sales would be eliminated. And, it would eliminate the claim "The Secret Service does not care anymore."
