Are most modern business strike Nickels and Dimes, full-step and full-band?

Are most modern business strike nickels full-step and most dimes full-band? When looking at the population report, there's only a few nickels that aren't full-step and about a third of the dimes aren't full-band. Is that because collectors/dealers only submit coins they think will designate? PCGS is a little more lenient on steps, is that the reason more people are successful getting the FS designation?

Population reports only reflect (to some degree) existing populations of CERTIFIED coins. They will overrepresent fully struck moderns relative to what is out there, still raw.
