Lincoln Cent Proof.....post mint damage?

On his collar.......is that PMD or strike thru?
If its not PMD will it lower the grade?
If its not PMD will it lower the grade?

i'm sure there are probably some strike-through coins that grade and some that don't
it is also possible this is a planchet problem or even something stuck to the die?

They graded this Morgan CC and noted strike thru, but I feel they downgraded it a point or two
because its much better than a MS62
But its not a proof either so?

Not in my experience. I've seen many strike thrus in PCGS holders, both attributed and non. However, depending on the type, severity and location of the strike thru, it can cause the coin's grade to be lowered a point or two. In my experience, the grades of coins that are struck thru a string, hair, wire, or other defined object have not caused the grade to be lowered most likely because such a strike thru is more interesting and appealing. However, whether right or not, a coin struck thru grease or some blob or chunk doesn't seem as interesting to many collectors and may result in a lesser grade, especially if it causes critical details on the coin to be diminished or weak such as the date or motto.

My guess on the 70-S is if it's submitted as a regular submission it MIGHT be looked at as PMD but if submitted as an error it will get graded and noted on the label as struck through. Just a wild guess
I came upon this 1956 Proof Lincoln with a struck through thread last month (Color is poor because I needed funky lighting angle to show the strike through.).
