what does 1 do to a buyer's account?

    3 and you're out I believe, unless they changed it.

    NOTHING!

    After a couple months, just call EBAY and they will
    do a "courtesy removal" of the strike.

    Or, just leave the strike in place. Unless you get a
    bunch of them, EBAY will take no action against you.
