It would be misleading if it were in a Genuine holder as they exist today, however, this is one of those rare items that WOULD be cool in a holder marking it exactly what it is, such as:

Another case where a Binary either-or determination of a simple, vague question is difficult
is it a genuine US coin? yes
is it a genuine bust dollar? yes
is it a genuine 1804 bust dollar? no
one could ask the same questions of other altered pieces: is an elongated cent "genuine", Yes or No? how about one of those pushed-out Barber coins? is it a "genuine" barber half, yes or no?
well..
maybe the answer depends on why you're asking.... the context, the clarified question, the motivation. (and of course, who's profiting, or not, from the answer )
This shouldn't even be allowed on eBay, should it? Pretty much the same as taking a 44-D Lincoln and making it in to a 14-D. eBay wouldn't allow that auction, even if stated, would they?
Having said that, I wouldn't mind owning this coin.
For me, I would not want it in any holder and I would not want it in my collection. I also don't like holed coins, coins with graffiti, or bent coins. Others love to collect those and that is just fine. I would rather not have an 1800 Bust dollar, than own this one.
Someone took a very nice rarity, that was already valuable, and tried to make it into something even more valuable, in the hopes of ripping someone off. In the process, they turned it into worthless junk.
That coin should be put back to an 1800, then it would gennie as "tooled" coin, same thing as a woman who has her breast implants removed----------BigE
