Mint Medals - Collectible?

Are US Mint Gold metals collectible or just gold value? Mark Twain, Grant Wood, etc?

Okay... asked another way, if one were to sell at gold with out numismatic premium, would they be leaving money on the table?

edited to add: These aren't U.S. Mint medals correct?

i have only seen these trade as Bullion, even when they've been in PCGS holders.

keets is correct, they trade at bullion and that was the original intent (at the time, they were the U.S. answer to the Krugerrand since so much $$ was going overseas for K's)
