I was told the way to decipher centering for T/B is to the take the hockey team logo (in this case, the tip of the wing) and you have your border-like guideline for top. The bottom border-like guideline would be right below the lettering. You decide from there. I've seen worse. Do a search for 1954-55 hockey just to see and gauge for yourself.
On the OPs card the players head is actually ABOVE the top of the team logo. Looks pretty O/C to me.

The '54-5 Topps hockey is often misgraded. The Lindsey example cited by the OP is significantly O/C t/b at nearly 20/80 and borders on the EX/MT to NRMT centering threshold rather than NM/MT. The l/r centering looks to be very solid.
Love the way the arm crosses the logo. I can't say I'd expect on 8 on that one given the wear in the blue section but this is my first time seeing a card form the set and I LOVE it!! Very cool design for the time period, no?
This must be centering day at the farm. I measured at the bottom of the stick - which appears to be the left border - I get worse than 70/30 - so I agree with those who think it's an OC.
Not a bad looking card - but I wouldn't pay "8" prices for it. In the 63F BB arena - I've seen "sliders" like this go for about 60 to 70% SMR to the best of my recollection.
I've become such a centering freak that I wouldn't touch a card like that with a 40 ft pole.
BTW - what do you get when you cross a rooster with a telephone pole?
