Been looking, maybe not for years, but for a while with no luck for this coin myself.
I even have some folks on the lookout but nothing yet.
I have nice examples of the 21-P & 21-D but the S has eluded me.
There is a very nice example for sale now but it is an MS 66 which is too rich for my blood. I am looking for a nice MS 65.

But there are so very few available at a nice grade and semi- reasonably priced

I wouldn't go AU on this coin, as far as luster goes I'd have to pull and have a look see. I gave it a XF40.

I would guess that the planchets were washed with an acidic solution that make toning unlikely. With the scarcity, I'd bet that the toning docs have been trying for years to this date/mintmark by the truck load, but for the most part have been failing.
