Where do you guys get bulk padded envelopes?

I started selling on ebay and it appears I will move at least 2 '33 Goudeys today. The padded envelopes that hold 1-3 graded cards are about a buck at Walgreen's/CVS. Is it cost effective to buy these in bulk and, if so, where?
Guessing none of my cards will sell for over $40.00. Is it ever allowable to ship in a PWE? Based on previous threads my guess is no. I am asking $3 shipping and a buck for each additional.

I picked up 500 for like $30 shipped, they auction them off so you can set a snipe and get them RIDICULOUSLY cheap, ended up being about 3 cents each in total

+1. IMO, you can't beat esupplystore.com for price, quality, and quick shipping.
Edited to add: The #000 4x8 Bubble Mailers are great for one or 2 graded cards. They are very cheap and often can be purchased on eBay for even less than the price charged by eSupply.
