An eBay/PayPal question.

I'm currently watching an eBay listing from a seller's "store" and in the description it states:
1. Refunds are only available if there is an error in listing the item, except for the following.
2. If you are not satisfied with your item, please contact us by email with a full explanation of the reason for your complaint.
3. The item can then be returned for a 15% handling charge, plus shipping.
I'm wondering if this is allowed and also if there is a rule against "no returns" as this seller states in #1?? Has anyone had an experience with this sort of thing?? Thanks in advance.

Returns Not Accepted
It is OK to not accept returns, but do remember that you are obligated to describe your item accurately.
Most sellers don't want the negative feedback that comes from an unhappy buyer and are willing to try to make you happy even if they have a no return policy. A no return policy does protect sellers in violatile markets such as gold and silver and also discourages window shoppers that want to have numerous purchases sent to them, usually at the seller's expense, only to return all but the one they choose to be best.
If offering a return policy, savy sellers will charge a non-refundable shipping fee, a restocking fee and a stated policy that requires buyer to pay return postage in an effort to reduce the "window shoppers."
