Modern Type Proof set (1959-present) or is it?

How come Franklin Halfs aren't included in this set. I know they started minting them before 1959, but they should include Franklins from 1959 and up to 1963.

    The date is being changed from 1959 to 1950, and a Franklin half, as well as Silver Roosevelt, Silver Washington, and a Wheat Cent are being added. The set was actually 1964 to present, but PCGS recognized that the start of the Lincoln Memorial Type was 1959.
