PCGS Grading Tier Values/Franklin FBL Designation

I am going to be submitting my first order to PCGS in the coming weeks, and this submission will consist of Franklin Halves. My question is when deciding how to submit them, should I submit some of the rare ones that I feel may have a chance at FBL under the regular category since their value could be over the economy rate once getting FBL? What would happen if a coin was found to be over the value of the tier I submitted it under since I wouldn't necessarily know the grade, would they bill me the extra cost or not grade them?
Also do I have to submit under the FBL number, or do I just put it under regular Franklin Half and they will assign it the FBL designation if they agree?

There are many resources on line that you can research to get an idea as to what you are going to insure your coins for.
