Receiving cards from PSA with frosted seals

I am sure others have experienced this as well: In submissions received back from PSA, a few cards have small sections of "frosting" on the seal. I have had 1 or 2 in most submissions over the past year. I never complained about it, but I was wondering if anyone else has and what PSA did about it. I can't imagine the submitter having to pay for anything to have it fixed - not even for shipping costs back to PSA. Thanks.

Pretty common - I doubt folks do anything about it.
