So If I understand this my funds are frozen for the next 6 months with no recourse. I'm in Canada, so there is nothing I can do until I return.
Good news is there is very little funding in the account, but seems odd.

It could be from a scammer (not Paypal) who wants some information.
I received a couple that claimed to be from Paypal, addressed to my real name,
they were from scammers.
Have you tried logging directly into your Paypal account (not through the email)?

BTW --- does the email address you by name? If not, it is likely a spoof email or phishing attempt
There are no link in the page and it's not asking me to do anything, so I think it's for real

That was my take on it too , nowhere on it does it say click any link nor is there a link.It instructs the user to go log in to the account yes but not by using any provided link.
I think I'll be sending some refunds to clients and taking their cards via my own merchant processing. That'll clear out the account.

This is a scam. The link to Paypal contained in that message is a ghost site. If you go to that site and log into your Paypal account, they will have your login information, and wipe out any balance in your account.
PayPal does not send messages like that. If they're going to suspend or remove your account, they just do it without notice.

Sooooo....maybe he should open a new browser, log on to his PP account and see what's up..
Sounds simple to me.....
When I traveled to England recently, even though I informed them, all kinds of bells and buzzers went off when I used my debit card and credit card.
If your being in Canada caused this due to some transaction you processed, you may want to call them because setting up a different paypal account using the same banking info is very difficult to do.

Maybe they think after 25 years of never screwing anybody, I'm about to start...I don;t think so, but I will not sit idly by and get screwed.
I'm sure it has everything to do with the guy that stole the 09-S VDB from me, as I have refused to pay paypal the money back until my coin comes back, BUT the credit card company has said he gets to keep the coin and a full refund (paypal says they must adhere to that decision). Of course to protect the criminal, no details are allowed to be release.
The buyer is facing some serious charges, and I can't let the cat out of the bag, as I believe he or someone he knows reads this forum.
So the moral of the story is Paypal can close your account and freeze funds for 180 days AND allow people to steal coins from you. BEWARE SELLERS

That's a civil matter and not up to the CC company. You may have a cause of action for conversion (civil theft).
