After the Awards are determined for the year PCGS sends out an e-mail to the winners. If you want to claim your certificate all you have to do is respond to the e-mail or contact Set Registry and tell them that you want your certificates and they will send them to you.
They sent out more than one e-mail outlining this in the past.

Nice of you to show your appreciation! Just curious... why would NGC have Pcgs graded coins in their registry?
"The Registry ranks coins from both major certification services, NGC and PCGS, so all of the coins in your set will be included."

I know several #1 registry set owners who have not received a certificate of any kind.
