What caused this "raised looking" area in this 1805 Dime?

A member of the Treasurenet metal detecting forum found this recently and posted pics. What caught my eye was the raise-looking area by the last three stars on the obverse. Any ideas what could have caused this? Possibly some sort of lamination?

    It appears that it is raised on the obverse, but depressed on the reverse (where "OF" is.) I would imagine it was just smacked with something, post mint damage.

    perhaps an attempted repair. those stars all look kind of fishy to me.

    Are the dies rotated? because reverse 9 o'clock also looks worked on..
