1980's Fleer Vending Question

i realize that Fleer made their 1980's vending a bit different then Topps did (too bad Donruss didnt do vending!), whereas if you have four Fleer vending (#'d 1 - 4) you will have three complete sets within those four vending boxes.
my question is this....if you buy ONE random Fleer Vending box, does the box number equate to not being able to pull any particular card number(s)?
