I have a few of those, which I purchased from Jerry/notwilight. He said that they were normal, boring yellow-gold when he submitted them and received them back from PCGS and toned over time.
I believe that the consensus was something to the effect that the PCGS gasket may react with the surface of an improperly rinsed coin. To my knowledge, that toning pattern has not been seen on any NGC slabbed eagles.
