eBay International Shipping...Europe

I'm relatively new to eBay Selling and would like to know about International Shipping. First, what is the best carrier to go through? Why are other sellers adamant about NOT shipping international?

I've received a handful of offers from Germany,Italy, and France.....Does anyone know if their is some Paypal scam going on that involves something like.....said buyer:

1. pays for item,
2. I ship with International tracking
3. buyer claims it was never received
4. Files Paypal claim
5. and wins?

some feel you are more likely to get ripped off, as long as you cover yourself (basically by shipping with tracking) you are covered...

That's the thing, most shipping with tracking oversees (euro/asia) are 30+ even for a letter, and start to scale extremely quickly with weight.

Buyers know that though and understand US postal rates to their countries better than US sellers knowing the export costs, so for most it's a non issue.
