1813 CBH Overton verification needed

Here are the pics from Heritage, I have it locked down to an O-103 Obv:2 Rev:C

It all appears to match up, but it doesnt say anything about a recut 1 or 3 and or the die chip(?), repair on the 3. What am I seeing? or is this just normal?

    That is a very nice coin.
    Looks to me like the luster may have bumped this 50-53 up to a 55.
    Some coins are just plain "Interesting"
