Thanks for the info. The reason why i ask is because i have a strange situation on ebay. A buyer from sweden wants 3 of my BIN items and is asking for my paypal account so his buddy who owes him money can pay it. I told him i would have to send the items to the address on the paypal account.

Yes, you would likely lose an Unauthorized Use claim.
But, that is the case with ANY transaction done thru PayPal.
If the guy in Sweden has a PP account, he can send you a gift from that account; and, you can ship his stuff insured. If he wants to pay extra, you can send it via Express Mail, but YOU will not get any extra benefit by doing so.
If such a buyer forwards any of your written communications - regarding "gift payments" - to EBAY/PayPal, you will get scolded.

That is certainly true, but ANY transaction using PP is risky.
If we adopt the "just don't do it" rule and extend it to ALL
risky transactions, we would not be able to sell using EBAY
and/or PayPal.

I am going to test some non-EBAY listings with terms that
call for "USPS Money Orders" as the ONLY payment method.
I expect poor results. But, based on the high number of EBAY
buyers that still wanna pay with paper, I might be surprised.

You need SigCon to be online viewable. EMI is the
service I would use, adding the extra insurance fee.
You could ask him for an international money order,
but even if he is not a crook he might balk.
It can be soooooooooo troublesome to use EBAY/PP.
