California Gold coin ?

Can somebody tell me who minted this coin? I have looked on the net and cannot find it, I did see a couple sell on Ebay but no listing of who made it, or if it was authorized by California. My mom bought it from a coin dealer back in 1995, and gave it to me for birthday gift. I put it away and just now pulled it out and was wondering if it is real gold? It is heat sealed in a plastic holder. The others I have seen on Ebay were 1991 and 2001 they sold for over gold value. If I list it on Ebay I want to make sure it is real first. somebody must know where it comes from, maybe one of you coin dealers?

It is a private mint issue - The CC logo under the bear should give you a clue as to the company.
