What caused the fine "pitting" over Franklin's cheek that I keep seeing on many 1948 Gem Franklin's that I've been looking at?

I have seen many of the BTW's graded MS-66 even with the porosity on the cheek.

it is most prevalent on 48-P's and 1951-P's
