But I also see it is surrounded in white plastic, so i'm thinking it's gotta be in a slab that has a higher number.

That's pretty funny But I think that in many cases, during the past couple of years, NGC has been as tight as or tighter than PCGS in grading Bust Halves in the XF-AU ranges.
But, since so many here seem to think that NGC is usually so loose, that deception should have caused posters to guess even higher grades than they did.

Many early ones will have a slick wing yet an XF on the front! I don't get it. But, you have to go by how it left the mint. With a low/uneven pressure you won't get a nice strike. Hr also had an 1820 which was weakly struck on the obverse with what I now believe to be adjustment marks. I LOVED the recerse!!! The boldest strike, prettiest colors I ever remember. It graded it a VF. If submitted today, probably at least MS 63. I recently submitted a coin and came bacl via the Plus system at a grade. Sent it back and tolf them it was a struck thru mark, now in new light, it jumped a grade. >>
