CC Special "Four for the price of three" Question

Can the submission include more than 4 coins, and one is just a freebie? Say, 10 coins, and pay for 9? Or must it be for 4 coins only?

(I may have a group of coins going in soon (didn't use the last CC special due to return cost...let it expire like most even though I had a coin picked out for it) and would like to send in close to a dozen if I can in 1 submission with the free one)
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

I've also been meaning to call PCGS and ask the same thing, because I have more than 4 to send in.

Economy Submission Special: Submit four (4) coins and pay for only three (3)

Quarterly Special must be submitted on its own submission form
Choose Standard Economy service level
Notate "Quarterly Special" on the Other service level line
Include payment for grading fees (three coins), return shipping fee (four coins), and handling fee

Clearly mark the outside of your package CC Special
Submission must be postmarked by March 31, 2011
Since I have 8 economy level coins I would like to submit, it appears to be cheaper to put all 8 on a single form and pay for all 8 economy gradings than it is to use the CC Special to submit 4 and pay for 3 and then do a separate submission of 4 coins and pay for 4. The duplicate shipping charge and handling fee exceed the savings of one economy grading. It's too bad I can't submit my 8 on one order and pay for 7, but I guess them be the rules. Thanks again.

I think they should get rid of the quarterly special all together. I expect it causes more harm than good for the retention of most CC members... this may be the poster child for the law of diminishing returns.

40 x 18 = $720 + $8 fee plus, say, $25 FedEx = $753
OR...
36 x 18 = 648 + $8 + $25 = 681 PLUS 3 x 18 = 54 + $8 + $25 = $87 plus the $681 = total cost of $768 to get the same # of coins graded.
So this doesn't make any sense to me to take advantage of.
Reminds me of a few changes Ebay has made in the last couple years
