Best way to acquire post 90's baseball PSA 9s?

What is the best way to obtain these hard to find because they arent worth the grading fees singles?
im talking about base topps, no inserts, no shiny, no nothing lol

Do you guys that collect these types of cards have to resort to subbing them yourself?

    I would guess there are not many submitting tons of 90's stuff for grading unless they are working on the sets themselves. Not worth the money spent even if you somehow get a better discount than $4.25 a card....you'll probably have to submit them yourself

    I grade a lot of post-90s stuff. I buy some on eBay but do grade quite a bit myself. I buy raw at shows or buy factory sets if I'm trying to get several players. I also have had some success buying off becket and grading myself. You can find them on eBay. 4 Sharp and other larger sellers do some.

    i am doing the 89 set, in psa 10.
    sub about 50/60 % of what i have currently, don't see much on ebay for it, prices are just too low, not worth subbing to sell on 10's, much less 9's
