Does PCGS put the "+" designation on NON-Secure Plus coins?

Ok, either I'm confused or this PCGS holder is a fake. I have seen plenty of "+" grades on coins, but only in Secure Plus holders... right???

Well, I am shopping for a MS64 or 65 Peace dollar to upgrade my common 1923 MS63 Peace in my type set on Ebay and I come across this coin being offered by Great Southern Coin.
I know, I know, GSC is a bit of a ripoff but I was just shopping...

So, what's the deal on this holder? Anyone seen one like this before?

PCGS expanded the service to include + grades on non-secure holders a little while back.
