One for the Books, or at least MY Book

Need some advice: I think I am SOOL but would like to hear some opinions.
1. I sold 2 3x5 autographed cards to someone on ebay. Sell date was Nov. 28th. I sent the items in a manila envelope with 2 stamps. NO Tracking number, just regular mail. Total transaction = $33 approx.
In the mean time, middle of December, I sold them approximately 60+ autographs through my web site (all notre dame autographs). I sent it in a box (had a mini-helmet, photo and many 3x5's). I sent it priority, but I DID NOT get a tracking number. The total of this transaction was $300. They paid paypal.
Now, we were working another deal and they were saying that the first 2 did not arrive as of December 20th or so. I said, well, it is probably because of Christmas and give it a few more days. We finally made another deal for another bunch of Notre Dame autographs that came to $410 - paypal payment. I was getting worried that I was being scammed, so I finally put a tracking number on this package. It was sent Dec. 29th and arrived Dec. 31st (2 Days)!!! From PA to FL! I called her post office and it was there, waiting for her. She picked it up on Monday Jan. 3rd.
I now get a paypal claim for all three packages. Total of over $700 - she claims that the last package did not have signature confirmation (I found out it should for over $250). She is also saying the box was empty and that she has video and witnesses of when she opened it! Are you kidding me?
I pretty much know I am screwed where paypal is concerned, but do you think I should alert her local police department. I know the autographs are sitting at her house! I really feel this 'lady' is a scammer and was playing me from the start.
I also know I messed up by not putting a tracking number on the packages and signature confirmation....but even if I did, she can still say the boxes were empty, right?
What to do?

Gonna pm you a loophole, you have to hope she's dumb.
That really sucks! Hope it works out OK for you. Good Luck.

Liquidating my collection for the 3rd and final time. Time for others to enjoy what I have enjoyed over the last several decades. Money could be put to better use.
<< <i>If you're selling anything paypal that is under 250$, and you care for the money, put a tracking on it. Anything over 250 needs signature confirmation.

What loophole? All you can do is prepare to have your PayPal account frozen, and hopefully change your street address and phone number in the account profile before that happens.
Chances are this buyer is not dumb. She knew the rule about signature confirmation on items of $250 or more and likely would not have claimed the first two packages were never received if they'd had simple tracking numbers. If her fraudulent INR claims fail, she can just file SNAD claims next.
Since PP opened up the SNAD nonsense to
off-EBAY transactions, we can all expect lots
of similar fun in 2011.
An empty box, under PP TOS, is a SNAD item;
not an INR. (If a claim fails on one count, it can
be disallowed on an alternate claim theory.)

Absent a "secret loophole," the seller is screwed.
