why do people continue to buy these?

Can't help but wonder if the people who continue to buy these think that they are legitimate rack packs packaged by Topps or if it's that they just want some over priced EX-MT cards.
1960 TOPPS CHRISTMAS RACK w/ ROGER MARIS, AL KALINE
Item number: 280610043167
I know it's possible this is an "original" repackaged rack pack but what are the chances given the cards showing?
And correct me if i'm wrong but aren't these cards packaged in clear cellophane/acetate?
