Not sure about the 1976 halves but I see a lot of early to mid 70's halves that tone to a really nice "gunmetal" color. Sometimes the blue-gray tint is very uniform. Sometimes it is a sort of halo bluish toning.
I had one that looked completely copper, just like a large cent. I was sure it was copper and took it to the ANA museum. The guy examined it and said it was a half just like all the others. I am still sad I spent it.
I have a couple that toned to a camouflage pattern. Not too strong but enough that I kept them.

Any coin can get any grade. Most likely, the coin has very shiny, but not lustrous, surfaces. I've seen that a lot with the toned clads, especially on halves. You can tell there was probably once lustre, but it becomes glossy and loses the cartwheel effect when toned.
I will need to find it and determine if they are silver clad or nickel clad
there just were not many holders around in 1975 and later made with that cheap sulfur paper that was abundant in the more distant past
it is all about storage conditions for naturally toned coins

From my 1965 mint set only the quarter & dime are the ones that toned, the rest of the coins are all blast white, except for the cent....Weird....
