Washington Quarter Article Error

The Krause newsletter at numismaster.com quotes has an article on proof quarters with the following statement:
<<After all, the small army of designs we just looked at encompass only changes of the reverse designs. The 1932-1964 Washington quarters are the design as John Flanagan originally created it. So, obtaining one of these proofs might be considered the proper, or the only, real type within the series.>>
The only proof quarter that matches John Flannagan's original artwork is the 1936 with a mintage of 3,837. The 1937 thru 1964 proof quarters are the type B design which is considerably modified from the original.
