Tale of Two Medals

The medal on the left was purchased through a Stacks auction which, not surprisingly, listed this Kounitzky piece as one of Hartig, and in XF condition (despite the corrosion and other problems). Still a nice medal, but I looked for an upgrade. Finally, I came across the medal on the right, presented on eBay (artist not identified other than by the initials and in VG condition). Happily, I won it and was going to give away the first medal to an equestrian. Before doing so, however, I checked the two medals carefully to determine that they were one and the same. Turns out, they are not. While the second medal has no edge mark, the first one bears the stamp, "Munzamt Wien."

My guess is that the second medal is a restrike, nice to have since it clearly shows details not easily seen in the first. Does anyone know the meaning of "Munzamt?" Obviously, derived from the German for money.
