Creating layers in photoshop with slab labels

Can someone guide me how to do this?

I want to put images of two coins side by side, with the slab label behind the coin images partially covered up. Can this only be done in photoshop? Help would be appreciated!

    The way I would do it is to create a new picture the size I want with a background of your color choice.

    circular marquee (cut out) each side of the coin and drag them onto your black original picture.

    Crop the label and resize it to the approproiate size, drag it onto the picture also.

    open up the layers "window" on the /windows drop down menu. You can drag your different layers around on that list. the top of the list will be top on the picture. If you drag the label to the spot just above the background it will sit behind the coin pics.
