All time team question

If there is an existing All Time team that is based on the key player's first appearance with the team, wouldn't it make sense for it to be accurate and not include any player's second appearance with the team?
Granted the KC Royals is not something many people would want to collect, but they are the home team so I root for them. With that said, Fred Patek is listed as first being on a Royals card with his 72 issue, even though he is on a Royals card in 71. Is it just because its not a Royal's jersey? I don't get it. I understand not wanting to lose registry status because of a change, but what would be the actual reasoning behind not allowing a correction to a set?

His 71 topps issue (#626). Its a picture from his Pirate days, but its a Royals card. I just tried to update the set, but apparently it was vetoed.
