Help needed on a 1922 Swiss medal or more info on Swiss artist Hans Frei

This medal was identified on the 2x2 as a "1922 Shooting Medal". I translate it as something like "400 year celebration of the unification (association?) Riehen-Basel" so it doesn't appear to me to be a shooting medal. On the obverse, it has the words "Hans Frei" at the bottom. It is about 28mm in diameter. The figure on the front and the edge of the flag have very high relief compared to what I am used to on coins. Can anyone provide any info on this medal or the Hans Frei referred to? Thanks as always for any help.
Edited to add I did find a little info on a Swiss artist named Hans Frei who is apparently the same person. I couldn't find much, one photo of either a statue or figurine (nothing to judge scale by in the photo) and one reference to a shooting medal he apparently designed but the photo had been deleted. Outside of that, just when he lived (1868-1947).
