What you have is a Revenue stamp issued for the Dept of Interior in 1898. Scott has it cataloged as #R168. It is a dark brown, 10 cent stamp showing a picture of a battleship. Is has been routletted 5.5, and should be watermarked 191R. In used, very fine condition, it has a value of .25 cents. Your example is a bit off center but otherwise appears to be very nice with a light cancellation. I hope this information is helpful.
