Safest Way Shipping to Canada

There was a thread awhile ago on here about the "safest" way to ship to Canada. I just sold a signed Gordie Howe puck on ebay to a Canadian. I've heard horror stories about the Canadian post office for packages and I want to be "protected" the best way I can. If anyone has expertise, please advise.

FWIW - I've only had two issues to Canada and both were resolved.
The reason I am going away from Canadian shipping is the hassle of having to go to the post office to send the items off.

Yeah, not confirmed.
If you know someone in Canada you can ship it to them and have them ship it with confirmation within Canada a lot cheaper.
I recently sold a Maurice Richard puck on eBay but there was no way I was letting it go without confirmation. In the listing I plugged the dimensions and weight of the package and quoted all Canadian buyers of the exact rates. Here is one reply I got:
"Hi,yes open to Canada but 21.75$ for ship a simple puck...Come on...At this price you're ship only in USA...lol...Good luck..."
Well, the buyer of the puck ended up being a Canadian buyer, but the address they used was a Florida one, so what they probably did was skip on the international delivery confirmation charge and ship it from their trusted Florida address to Canada.

I had one impatient buyer in Toronto get upset with me, saying they would file a claim...it was for like 20 graded Mike Bossy cards for $20....buyer ended up saying the cards showed up.
The other buyer was in Edmonton and I suspected he would try to cheat me out of about $100 worth of cards (dealt with him in the past...shady person) he claimed the cards had not arrived and I sent him a reply, knowing he wasn't the brightest crayon, something to scare him like, "Well, let me know when they arrive, check your post office as they keep records of customs claim forms, duty tax, etc." the very next day he said they arrived.
USPS Express Mail International is the PayPal compliant method.
It includes $100 insurance and online viewable confirmation.
It costs about $30.00.
There is no way to tell the difference between her signature and his (it is that good).

The same can be said for anywhere you ship, and with whatever type of shipping you use. There's no garantee there's a card in the package whether you sign for it or not.
