It depends on the date, and if the PF69 is PCGS, or another TPG, and of course who you're selling it to. For more common dates, you should get at least $100 over spot, and for the more desirable dates, at least $300 over spot.

Moderncoinmart advertises they buy platinum proof eagles for $1800.

What date and what grading service? The NGC and PCGS PR-69 2009s have been hovering between $2,200 and $2,300 on ebay recently, but you would have to deduct selling costs from that.

The 2010s seem to be at about $2,000 in grade 69 from NCG or PCGS.

What date and what grading service?

No doubt, it is a thinner market than gold or silver, but that doesn't mean it's a down market. It just takes a little longer to buy or sell. Coin shows have more platinum trade than they used to, if you are anywhere near one that is upcoming.

I have some ungraded unc Platinum Eagles for sale at $40 over spot for the 1/4 oz., so maybe an ungraded unc 1 oz. would be fairly valued at spot + $25.00, but not the 1 oz. Proofs. They are *all* at least $100 over spot, unless they have been taken out of OGP or out of TPG plastic and handled as bullion. That isn't the case here.
